Teacher Certification Information

Initial Teacher Certification

If you have never held a Professional Teaching Certification in the state of West Virginia, you will need to apply for initial teacher certification through the West Virginia Department of Education by doing the following:

Application and Forms

Go to the WV Department of Education Certification Portal,, and register for an account. Applicants who already have a webtop account are still required to complete the registration process first before logging into the certification portal. This process will link your Webtop account to your certification records.

You will be prompted to complete the following:

  • Form 20T (online application) Initial Teacher Certification
    Form 20S (online application) Initial Student Support Certification (School Counselor, Speech-Language Pathologist)

  • Form 7 (paper) Applicant Consent/Release of Background Results (needs to be notarized and uploaded to ‘Supporting Documents’ within online application)

The fee is $35 and will need to be paid online to the West Virginia Department of Education once the application process is completed and verified by the WVU Certification Officer.


Teacher candidates need to request an official WVU transcript (printed or .PDF) be sent directly to the West Virginia Department of Education Certification Office. Electronic copies forwarded from applicant's email are not accepted.

IMPORTANT: Before ordering a transcript, students should log on to their MIX account to insure that all grades and degree(s) have been posted/awarded. Missing grades or degrees will not justify resending a transcript at no charge. Transcript requests are processed immediately. If you are a current student, please do not place your order until your grades and degree(s) are posted to your unofficial transcript in MIX.

Fingerprint and Background Check

The West Virginia Department of Education requires a criminal fingerprint/background check to be completed by the West Virginia State Police and the FBI. The appointment for the background check can be scheduled at or by calling them at 855-766-7746. Related costs are also listed on their website. Fingerprinting results are only valid for ninety days.


Submit the results of PRAXIS I, Praxis II Specialty Content Area test(s) for the certification area and record of completion of the Teacher Performance Assessment (EDTPA).

Music Education students are encouraged to contact their Program Coordinator for additional certification requirements.
